The Community of Communes
The Community of Communes Vernois Country was founded on 01/01/2002. Its powers are economic action, the spatial planning, agri-tourism, roads of Community interest, construction and maintenance of buildings for school use, the operation of the school service, cultural activities of Community interest, recreation centers and extra curricular, the sewerage with the creation of a SPANC, housing (setting up OPAH), environment (garbage sorting, maintenance of streams community), the licensing of jus soli.

The SPANC, Public Service of sewerage, is responsible for monitoring sanitation systems for new construction and rehabilitation of buildings, it must perform a compulsory roadworthiness of verifying the design, implementation and good execution of sewerage works in accordance with DTU 64-1 and Order of May 6, 1996.
Since the Water Act of 3 January 1992, sanitation is subject to strict and precise orders which everyone must submit.
Role of sanitation:
The consolidation is intended to protect the environment and public health risks from wastewater. ARTIC 3 of the interministerial decree of 21 June 1996 also stresses that wastewater can not reach the environment after appropriate treatment.
In addition it is important to remember that the institutional, administrative and legal, the owner is responsible for the operation of its sewage disposal.
The establishment of sewerage facilities and maintenance of the device remains the responsibility of the owner of the buildings.
To help homeowners cope with this responsibility and to protect public health, municipalities must under Article L 2224-9 of the General Code of Local Authorities, establish the means to control devices Clean non group.
It is in the case of new installations:
To verify that the planned consolidation device is adapted to the various constraints, monitor implementation and ensure the correct execution of works.
For existing installations:
The periodical verification of proper functioning of the sanitation, the condition of structures, accumulation of sludge, effluent flow and the frequency of oil changes.
Tariffs
The rates of intervention SPANC Community of Communes Pays Vernois were set by the Community Council as follows:

* For ordinary residential houses
Technical control in the design and implementation: € 99.80
Technical supervision of the proper execution of works before filling: € 150.02
¤ existing sanitation devices
Checking the proper functioning of the device in place and monitoring of the interview: € 26.38 per year after the first inspection.
¤ pardons
Package includes all the necessary studies: € 79.12
The control is a mere validation of the design of (relative to the soil, the constraints of land and housing), which is the responsibility of the owner of the building. It is therefore not of the provision of technical requirements.
